The Clean Water Act of 1972 provides a great frame work for protection of wetlands and streams.  However, the wetland guidance within the past two decades, including the Supreme Court's Rapanos 2006 decision, as well recent issuance of the new Navigable Waters Protection Rule, have led to industry confusion and uncertainty.
